Police brutality or ethnic cleansing of African-Americans?

In America today, many people have been hearing the phrase of, " Black lives matter"; a cultural movement for African-Americans in America who suffer from political injustice and want the world to know that "we too matter" as a race. In the midst of many young African-American deaths;the most recent being of  25 years old, Ahmad Arbury who was jogging in a Georgian suburbs,  and was fatally shot down by a father and son, who stated, "he fit the description of a black male who has been breaking into homes in the area." My question still stands, " is this more of police brutality or ethnic cleansing of African-Americans?".

About 1 in 1,000 African-American black men and young boys will die at the hands of police, according to a new analysis of deaths involving law enforcement officers. This 2.5 times more than a white man or young boy dying at the hands of police. " For Latino men and boys, the risk was up to 1.4 times higher than it was for whites. For Native American men, the risk was 1.2 to 1.7 times higher. Overall, women's risk of being killed by police was roughly 20 times lower than the risk of men. Even so, there were clear differences by ethnicity and race. For instance, black woman were about 1.2 times as likely to be killed by police as a white woman, the researchers found Native American women were from 1.1 to 2.1 times as likely to be killed as their white peers." (Khan, 2019).

So with all of this you have to wonder if this country is trying to ethnically cleanse the African-American race, it can be seen as a little bias but with everything going on, you have to raise the question. Blacks are the most targeted people in America today. You can't even enter a store or go for a walk without being seen as suspicious or a regular traffic stop can become a death-sentence.
